Minister Pham Thi Thanh Tra says a more flexible approach to decentralization is needed, as the needs of Hanoi differ greatly from those of remote areas.
The interior minister announced that the ministry will propose adjustments to the base salary, position allowances, and title allowances for the communal level, along with regional and specific allowances, following the implementation of the two-tiered local government model.
