At the regular government meeting on 6/9, minister of home affairs Pham Thi Thanh Tra stated that the ministry is proposing adjustments to three allowance categories related to administrative apparatus and unit organization: leadership position allowances, regional allowances, and specific allowances.
Regarding base salary adjustments, Tra said that a comprehensive review of Resolution 27 on salary reform is necessary to develop a long-term salary reform strategy.
The ministry of home affairs will also consult with the government's party committee to report to the politburo on the review and improvement of job positions. This is because the job position system has undergone significant changes. "Although we previously had a job position framework, adjustments are now needed for better suitability," Tra said.

The ministry has sent a document to various ministries and sectors, requesting cooperation in reviewing and summarizing information for a prompt report to the politburo. This report will serve as the basis for determining the payroll of each ministry, ministerial-level agency, government agency, and local government. "This is a substantial and complex issue, requiring close coordination," the minister shared.
At the meeting, minister Pham Thi Thanh Tra also requested agencies to finalize the regimes and policies for officials and public employees who retire under Decree 178.
Out of over 106,000 retirement cases under this policy, nearly 80,000 individuals have received their payments. The ministry of home affairs has requested the ministry of finance, along with other ministries, sectors, and localities, to focus on resolving the remaining cases quickly, efficiently, and transparently.
In early July, general secretary To Lam requested further amendments and supplements to salary and responsibility allowance policies to align with the new organizational structure. Currently, civil servants' salaries are calculated based on coefficients multiplied by the base salary of 2.34 million VND/month. The lowest salary is around 3.1 million VND, and the highest is 23.4 million VND per month, excluding allowances.
Resolution 27/2018 of the central committee aimed to implement the new salary regime from 1/7/2021. However, due to the impact of the Covid-19 pandemic and economic difficulties, the implementation was delayed. The national assembly subsequently decided to implement position-based salaries from 1/7/2024. However, due to emerging complexities, this mechanism couldn't be immediately applied. Instead, the national assembly approved a 30% increase in the base salary, from 1.8 million VND to 2.34 million VND per month, starting from 7/2024.
According to the ministry of home affairs, this increase serves as a stepping stone for salary reform. The new policy aims to link salaries with job positions and performance, referencing private sector incomes for similar positions. This is intended to ensure the livelihood of officials, mitigate negativity, prevent brain drain, and attract talent.
