Nguyen Thanh Binh, deputy secretary of Thai Nguyen Provincial Party Committee, has been transferred to serve as deputy secretary of Ninh Binh Provincial Party Committee and nominated by the provincial People's Council to be elected chairman of the provincial People's Committee.
