On 3/3, the Ninh Binh Provincial Party Committee held a conference to implement personnel decisions from the Politburo and the Secretariat. Le Minh Hung, a Politburo member, Secretary of the Party Central Committee, and Head of the Central Organization Commission, attended and presented the decisions.
During the conference, a representative from the Central Organization Commission announced the Secretariat's decision concerning Nguyen Thanh Binh. The decision stated his departure from the Executive Committee and Standing Committee, as well as his resignation as Deputy Secretary of Thai Nguyen Provincial Party Committee for the 2025-2030 term. Concurrently, he was appointed to the Executive Committee and Standing Committee, and designated as Deputy Secretary of Ninh Binh Provincial Party Committee for the same 2025-2030 term.
Nguyen Thanh Binh has been nominated for election by the Ninh Binh Provincial People's Council to serve as Chairman of the provincial People's Committee for the 2021-2026 term. He replaces Tran Huy Tuan, who was recently approved by the Politburo to become Secretary of Ninh Binh Provincial Party Committee for the 2025-2030 term.

Nguyen Thanh Binh is 52 years old and a native of Nghia Tru commune, Hung Yen province. He holds a Master's degree in Economic Management. He previously held several positions in Thai Nguyen, including Chairman of the former Thai Nguyen City People's Committee, Permanent Vice Chairman of the provincial People's Committee, and later Permanent Deputy Secretary of Thai Nguyen Provincial Party Committee.
Le Minh Hung, Head of the Central Organization Commission, urged the Executive Committee, Standing Committee, and leaders at all levels of Ninh Binh province to continue promoting solidarity. He called on them to create favorable conditions for the new officials to quickly grasp their responsibilities and work with the provincial leadership to achieve socio-economic development goals.
Ninh Binh province was established by merging three provinces: Ninh Binh, Ha Nam, and Nam Dinh. It has 129 commune-level administrative units, an area of over 3,940 km2, and a population of over 4,4 million. In 2025, the province's economic scale is estimated to reach 342,812 billion dong, with a per capita GRDP of 89,2 million dong.
