Stating that continued investment in the currently abandoned VICEM tower would take over 100 years to recover capital, the court has recommended a series of actions to resolve difficulties for the project on this prime land.

Nguyen Ngoc Anh, former chief executive officer of VICEM, testified that he occasionally received 100-200 million dong from contractors but was unconcerned, deeming it "not large" and only slightly more than a month's salary.
