On 11/7, Ho Chi Minh City Police arrested and temporarily detained Chuong A Sam, Nguyen Tran Minh Trung, Do Minh Hung, Le Cao Thin, Nguyen Thanh Thiep, and Vo Ngoc Lanh. They are under investigation for causing environmental pollution.
The arrests followed an inspection by the Economic Police Department of the Ho Chi Minh City Police, in coordination with the Tan Vinh Loc Commune Police. They caught a dump truck red-handed, offloading a mixture of construction waste—including concrete, bricks, glass, broken tiles, soil, rocks, and household waste—onto a land plot in Hamlet 60, Tan Vinh Loc commune.

Investigations revealed that Sam managed the land plot. He hired Trung to level the ground using rubble. Trung then assigned one group to find and transport construction waste, while another group directly collected waste from active construction sites, homes undergoing renovation, or demolition projects across Ho Chi Minh City, delivering it to Sam's land.
Initial assessment results confirmed that nearly 800 tons of solid construction waste had been illegally dumped.
Ho Chi Minh City Police are expanding the investigation to clarify the roles of other involved individuals and to process the case according to legal regulations.
The investigative agency advises landowners, construction companies, and individuals requiring land leveling services to adhere to land, construction, and environmental protection regulations. They caution against accepting, transporting, or dumping construction waste illegally. The public is urged to report any illegal dumping activities to authorities promptly.
