Than Van Tan, 42, has been arrested for allegedly obstructing air traffic by flying kites in a restricted area, an act that affected numerous flights and caused billions of dong in damages.
Than Van Tan and two others released three bamboo flute kites with flashing lights, reaching an altitude of 400 meters, which encroached on Tan Son Nhat airport's safety corridor and impacted 21 flights.
A 64-year-old man and his son were fined by police for flying a 3-meter long flute kite with LED lights in a prohibited no-fly zone near Cat Bi Airport.
