On 19/7, Hai An Ward Police announced they had issued an administrative fine of 4.6 million VND to a 64-year-old man and his 34-year-old son, residents of Dang Hai 1 residential group. The penalty was for flying a kite in a prohibited area, an act that threatened aviation safety.
The incident occurred a few days prior when a Hai An Ward Police patrol team discovered the father and son flying a large flute kite directly in front of their home. The kite measured 3,2 meters long, was made of red and black fabric, and featured a set of seven bamboo flutes and a blinking red and blue LED light system. They used fishing line to fly the kite high into the air.

Authorities took action because the kite's flight path was within Cat Bi International Airport's restricted no-fly zone. Officials documented the violation, seized the evidence, and initiated legal proceedings.
This police intervention comes amid ongoing threats to flight safety at Cat Bi Airport from unidentified objects. From 6-7/6, the area experienced intrusions by unknown flying devices, which caused one flight to be delayed and two flights to be diverted to alternate airports.
Earlier, in march, a 2,6-meter long glowing flute kite flown in An Lao district disrupted the schedules of six flights at Cat Bi Airport.
The People's Air Defense Law strictly prohibits operating unmanned aerial vehicles (UAVs), releasing balloons or kites, using laser pointers, or high-power light sources within airport air safety corridors. Authorities advise citizens, organizations, and businesses to strictly comply with these regulations and avoid using any flying objects in prohibited airspace.
