On 10/3, Iran's permanent mission to the United Nations (UN) sent an urgent letter to UN Secretary-General Antonio Guterres, the UN General Assembly, and the Security Council. The mission accused Israel of attacking the Ramada Hotel in the coastal area of Beirut, Lebanon, two days earlier.
Tehran described the incident as a "deliberate terrorist attack" that killed four Iranian diplomats.
Iranian Ambassador to the UN, Amir Saeid Iravani, criticized the Security Council for ignoring what he termed "war crimes" in the incident. "The Council is turning a blind eye to a serious violation, despite its primary responsibility under the UN Charter to maintain international peace and security," Iravani told reporters in New York.

The Israeli military previously announced it conducted a "precise airstrike targeting key commanders of the Quds Force," referring to the elite foreign operations unit of the Islamic Revolutionary Guard Corps (IRGC).
The Lebanese Ministry of Health reported that four people were killed and 10 injured in the Israeli attack on a room at the Ramada Hotel.
The US and Israel began airstrikes on Iran from 28/2, targeting major cities, including the capital Tehran. They cited the need to prevent Iranian missile and nuclear threats.
The IRGC quickly retaliated by launching missiles and suicide drones at Israeli territory and US bases in regional countries such as Saudi Arabia, Kuwait, Bahrain, Qatar, and the United Arab Emirates.
Hezbollah, an Iranian allied armed group in Lebanon, also targeted Israeli military facilities in Haifa. This was in retaliation for the assassination of Iranian Supreme Leader Ali Khamenei. The Israeli military responded with airstrikes across Lebanese territory.
The fighting has entered its 12th day, resulting in approximately 2,000 deaths, including 1,300 in Iran and nearly 600 in Lebanon.
