A Cambodian military officer opened fire on a family of 7 in Srey Prey village, Kampot province, on the evening of 20/9, killing 4 and injuring several others, according to Cambodian media. The suspect, Oum Vuthy, fled the scene. Cambodian authorities issued a warrant for his arrest, offering a $1,000 reward for information leading to his capture and urging him to surrender.
Kampot provincial police announced today that Vuthy has been apprehended and is facing charges of murder and illegal weapons possession.

The tragic incident stemmed from a dispute after a dog stole food.
The victims' family said they were having a barbecue on the evening of 20/9 when a black dog snatched a piece of grilled fish and ran off. A family member threw a sandal at the dog, accidentally hitting Vuthy's wife and sparking an argument.
Vuthy's wife then called her husband. Vuthy arrived on a motorcycle and fired 20 shots from an unidentified weapon, resulting in the casualties.
