Sulaymaniyah province, located within Iraq's Kurdistan autonomous region, is home to several Iranian Kurdish opposition groups. Tehran has repeatedly accused these groups of orchestrating attacks and inciting unrest within Iran.
Iran asserts that these groups serve Western and Israeli interests, designating the Kurdish militia as a terrorist organization. Since the start of the Middle East war, Iran has consistently attacked these groups, despite many of their bases and camps having been evacuated.
The IRGC's attack occurred hours after Iran launched multiple missile salvos towards northern Israel. This followed an earlier Israeli missile strike on the southern suburbs of Beirut, which Tel Aviv claimed was a command center for Hezbollah, an Iran-backed force.
