President Luong Cuong addressed the Climate Ambition Summit at UN headquarters on 24/9, co-chaired by UN Secretary-General Antonio Guterres and Brazilian President Luiz Inacio Lula da Silva, according to the Ministry of Foreign Affairs.
President Luong Cuong emphasized that Vietnam, as one of the countries most vulnerable to climate change, remains acutely aware of and steadfastly committed to sustainable development, balancing economic growth with environmental protection and climate change response.
Vietnam is continuously improving its institutions and policies, creating a comprehensive legal framework for green and just transitions, and climate change adaptation. The country is resolutely implementing its commitments, strengthening capacity, and enhancing resilience for vulnerable regions and communities.

To overcome the challenge of climate change, the president stated that countries need to fully and promptly implement their climate finance commitments, especially resources for a just transition, linked to ensuring social security, job creation, and support for workers and vulnerable communities.
He called on the international community to promote a more robust and substantive transfer of advanced, clean, and efficient technologies to serve green and circular economic development.
The president emphasized the UN's continued central role in fostering solidarity, cooperation, and trust, ensuring fairness and justice, and realizing the goals of the UN Framework Convention on Climate Change and the Paris Agreement, based on the principle of common but differentiated responsibilities.
Developed countries need to take the lead in making strong commitments to emissions reductions, contributing finance and technology, initiating and disseminating new initiatives and solutions, and engaging in dialogue, connecting nations, businesses, social organizations, and people globally to participate in climate action.
Secretary-General Guterres previously stated that clean energy drives economic and sustainable development and job creation.
He proposed promoting five areas: clean energy transition, methane emissions reduction, forest protection, increased emissions cuts in heavy industry, and ensuring climate justice, including ensuring green finance for developing nations.
