Speaking at the High-Level Debate of the 80th session of the United Nations General Assembly on 23/9, President Luong Cuong addressed the unprecedented challenges facing the world, including conflicts, local wars, arms races, the use and threat of force, major power strategic competition, unilateralism, and a sharp decline in political commitment and resources.
The president called for a ceasefire, an end to violence, the protection of civilians, and facilitated humanitarian access in conflict zones. He commended the countries that have recognized the State of Palestine, appealed for urgent humanitarian aid for the Palestinian people, and requested that the US lift its embargo on Cuba and remove it from the list of state sponsors of terrorism.

He also urged the international community to uphold multilateralism and the international system based on international law, with the UN at its core.
Affirming that peace is both a goal and a prerequisite for building a stable, just, democratic, and prosperous future, the president called on all countries to adhere to international law and the UN Charter. He emphasized respect for independence, sovereignty, and territorial integrity, non-interference in internal affairs, refraining from the use or threat of force, and resolving disputes through peaceful means.
He stressed the need for nations to develop comprehensive strategies, invest in research and development, train high-quality human resources, and develop green technology infrastructure. He particularly highlighted the importance of increasing international cooperation in technology transfer and mobilizing green finance.
President Luong Cuong shared Vietnam's story of resurgence from the devastation of war. He described how Vietnam, once a poor, underdeveloped, and embargoed nation, made remarkable strides to become a developing country with a middle income and extensive international integration.
Vietnam, he stated, remains committed to working with all nations to shoulder shared responsibilities, overcome challenges, and promote transformative change. The goal, he added, is to build a peaceful, stable, prosperous, and sustainable world that brings happiness and prosperity to all people.
