During a meeting on the sidelines of the Shanghai Cooperation Organisation (SCO) summit in Tianjin, China on 1/9, prime minister Pham Minh Chinh thanked the Russian leader for his congratulations on the 80th anniversary of the August Revolution and Vietnam's National Day on 2/9. He also expressed gratitude for Russia sending a delegation, led by the first deputy chairman of the Federation Council of Russia, to attend the celebration and for the military personnel who participated in the parade.
The prime minister affirmed that these gestures demonstrate Russia's sincere affection and respect for the Vietnamese people's righteous struggle for liberation from colonial rule. He emphasized that Vietnam highly values the traditional friendship and comprehensive strategic partnership with Russia, always considering Russia one of Vietnam's top, important partners, according to the Ministry of Foreign Affairs.

Both sides expressed satisfaction with the developments in bilateral relations, especially after General Secretary To Lam's official visit to Russia last May.
Prime minister Pham Minh Chinh shared that with the close direction of the two countries' top leaders and the management of the two governments, several issues in Vietnam-Russia bilateral relations have been resolved. This has created new momentum to strongly promote bilateral cooperation in all fields, especially economics, trade, investment, culture, tourism, and people-to-people exchanges.
President Putin agreed on the need to continue implementing the areas of cooperation agreed upon during high-level visits. He also concurred with the cooperation proposals put forward by prime minister Pham Minh Chinh and affirmed that he would encourage relevant Russian agencies and businesses to cooperate with Vietnam.

This meeting was part of prime minister Pham Minh Chinh's working trip to attend the SCO summit and work in China, which began on 31/8. On the evening of 1/9, the prime minister left Tianjin for Hanoi.
