Russian President Vladimir Putin announced on february 22 that the development of the nation's nuclear forces is an "absolute priority," crucial for ensuring Russia's security and maintaining global nuclear balance. Speaking in a video message for defender of the fatherland day, Putin stressed the need for all military branches to improve combat readiness and operational capabilities in all conditions. This declaration comes as the new start treaty, the last remaining nuclear arms control agreement between Russia and the United States, expired on february 5.
The nuclear deterrence triad consists of ground-launched intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles, and nuclear-capable aircraft. These three pillars reduce the risk of strategic forces being eliminated in a first strike, ensuring retaliatory capability and credible deterrence. Currently, 4 countries possess a nuclear deterrence triad: Russia, the United States, China, and India.
With the New START agreement having expired on february 5, Russia and the United States, the world's leading nuclear powers, are no longer constrained by any arms control treaty. Despite this, Russia affirmed its commitment to a "responsible approach" regarding its strategic nuclear capabilities, pledging to adhere to previously established limits on its arsenal.

Former US President Donald Trump previously voiced a desire to negotiate a new agreement to succeed New START. Washington continues to advocate for China's inclusion in any new pact, citing Beijing's expanding nuclear arsenal.
Russia, however, counters that if China were to join a new agreement, then the United States' nuclear allies, Britain and France, should also be included.
Defender of the fatherland day in Russia traditionally involves displays of military strength and patriotic sentiment. President Putin noted that Russia would draw military experience from the conflict in Ukraine to further strengthen its land and naval forces.
