Russian President Vladimir Putin stated during a meeting with Ministry of Defense officials in Moskva today that Russia seeks to eliminate the "root causes" of the Ukraine conflict through diplomatic means. However, he emphasized that military measures would be used to control territories Russia has claimed to annex "if the opposing nation and its patrons refuse to engage in substantive discussions."
"The objectives of the special military operation will certainly be achieved," Putin said, using the Kremlin's term for the war in Ukraine. He added, "The objectives we have taken, the bridgeheads recently established, and the combat experience gained in breaking through enemy defenses, allow us to increase our momentum in strategically important areas."

President Putin affirmed that Russian forces would remain committed to expanding the security buffer zone in Ukraine. He also stated that Russia would continue research on the Burevestnik nuclear-powered cruise missile and the Poseidon nuclear torpedo, while announcing that the Oreshnik missile would be deployed by the end of this year. According to Putin, strengthening strategic nuclear capabilities is a top priority for Russia, as these are key elements of its deterrence capacity.
The Russian president accused European leaders of deliberately exaggerating the risk of conflict with Russia. He stated, "In Europe, people are being brainwashed with the fear of an inevitable clash with Russia and that they need to prepare for a major war. I have said many times, this is simply a complete fabrication."
Russia welcomes the progress made in contacts with the administration of President Donald Trump and supports equal cooperation with both the US and Europe. Putin noted that the US is ready for peace talks regarding the Ukraine conflict and expressed hope that Europe is as well.
Earlier this week, Ukraine welcomed progress on future security assurances for Kyiv following two days of talks with US envoys in Berlin, Germany. However, President Volodymyr Zelensky indicated that disagreements persist regarding Ukraine's potential territorial concessions to Russia. A proposal unveiled by the US last month suggested that Ukraine would have to withdraw troops from areas it still controls in Donetsk, and the US would recognize Russian-controlled regions. This draft proposal has faced significant controversy and criticism from both Ukraine and Europe.
