General Secretary To Lam received Secretary of the Russian Security Council Sergey Shoigu at the Party Central Committee Headquarters on the afternoon of 9/12, during a working visit to Vietnam, according to the Ministry of Foreign Affairs.
During the meeting, Mr. Shoigu affirmed Russia's perspective of Vietnam as a reliable and top priority partner in the Asia-Pacific region. He also appreciated Vietnam's role, position, and peaceful, independent, self-reliant foreign policy on the international stage. The Secretary of the Russian Security Council stressed that cooperative relations between the two countries are consistently built on mutual trust and respect, aligning with international law and the interests of both sides.
The General Secretary emphasized Vietnam's consistent appreciation for the traditional, close friendship, acknowledging and thanking the support from the Soviet Union and Russia. He affirmed Vietnam's consistent foreign policy of independence, self-reliance, diversification, and multilateralization of external relations. Strengthening a trusted and comprehensive strategic partnership with Russia is a key priority.

The General Secretary noted the cooperation areas agreed upon by both sides. These include transnational crime prevention, counter-terrorism, cybersecurity, non-traditional security, strategic information exchange, and cadre training.
Considering the rapidly evolving and complex global situation, Vietnam and Russia need to enhance coordination, consultation, and experience sharing. This mutual support is vital for the security and prosperity of each nation. Vietnam stands ready to foster and serve as a bridge and gateway for Russia to strengthen multifaceted cooperation with ASEAN and its member states.
Mr. Shoigu noted the positive outcomes of bilateral cooperation. He expressed a desire to promote comprehensive collaboration between the Russian Security Council and Vietnamese agencies, expanding strategic dialogue. He affirmed Russia's readiness to support, share experience, and broaden programs, mechanisms, and implement new cooperative initiatives tailored to each side.

Both sides agreed on the need to strengthen economic and trade cooperation mechanisms. They also aimed to expand collaboration in energy, oil and gas, agriculture, machine building, and high technology. This includes promoting scientific cooperation programs, technology transfer, and joint research, while prioritizing education and high-quality human resource training to solidify the long-term foundation of bilateral relations.
This year, Vietnam and Russia celebrate 75 years of diplomatic relations. The two nations established their comprehensive strategic partnership in 2012. Approximately 60,000-80,000 Vietnamese people reside in Russia.
