President Luong Cuong met with UN Secretary-General Antonio Guterres on 22/9 during his attendance at the 80th UN General Assembly High-Level General Debate, combined with bilateral activities in the US from 21-24/9, according to the Ministry of Foreign Affairs.
Secretary-General Guterres expressed his admiration for Vietnam's socio-economic development achievements and its increasingly prominent global standing. He considered Vietnam a great partner, making positive contributions across all the UN's priority areas, particularly in peacekeeping, sustainable development, climate change response, and just energy transition.
Mr. Guterres viewed Vietnam as an active UN member and a pillar of today's multipolar world. Therefore, he believed that emerging economies, including Vietnam, need a stronger voice, representation, and role in the global governance system.

The Secretary-General also shared with President Luong Cuong his assessments of the multifaceted situation and challenges facing the UN and the world, expressing his desire for countries to strengthen cooperation to fulfill their commitments. He added that there's a need to reform and enhance the UN's operational effectiveness.
Mr. Guterres emphasized his special affection and support for Vietnam and expressed his eagerness for his official visit to Vietnam at the end of 10/2025.
President Luong Cuong congratulated the UN on its 80th anniversary, affirming Vietnam's trust and support for multilateralism and the UN's central role in global governance. He also expressed support for UN reform, suggesting that nations should take a leading role in this process, engaging in thorough discussions to achieve comprehensive and transparent reform. Vietnam welcomes the UN to establish offices in the country.
Vietnam has achieved many positive results and progress in socio-economic development, implementing the Sustainable Development Goals and the Just Energy Transition Partnership (JETP), according to President Luong Cuong. However, he stressed that Vietnam still needs the support of the UN and international partners.
The President requested increased UN support in technical assistance, high-quality human resource training, and resource mobilization for developing countries, including Vietnam, particularly in accessing concessional climate finance, new-generation clean technologies, and enhancing response capacity.
The two sides agreed to further deepen the Vietnam-UN and ASEAN-UN relationships in the coming period, promoting ASEAN's central role in the regional security and development architecture, as well as contributing to global issues. The President and the Secretary-General also highlighted the historical significance of the signing of the UN Convention on Cybercrime in Hanoi at the end of October.
