On 24/9, while attending the United Nations General Assembly's high-level general debate and engaging in bilateral activities in the US, President Luong Cuong met with US Secretary of State Marco Rubio.
Secretary Rubio emphasized that the Trump administration considers Vietnam one of its top priority partners in the region. He believes the Comprehensive Strategic Partnership framework should not only be maintained but also further developed, especially given the two countries' potential for cooperation.
He added that closer cooperation would create more opportunities for the bilateral relationship. He affirmed that the US is ready to work with Vietnam in this process, for the benefit of both nations' people.

President Luong Cuong expressed his appreciation for Secretary Rubio's support for Vietnam and the US-Vietnam relationship. He emphasized that Vietnam also considers the US a strategically important partner and wishes to continue developing the Comprehensive Strategic Partnership in a more substantive and profound way, based on mutual respect for independence, sovereignty, territorial integrity, and political institutions, for the sake of peace, stability, and shared prosperity.
The two sides discussed cooperation in key areas such as political-diplomatic relations, economic-trade-investment, security-defense, science and technology, education, and humanitarian cooperation and overcoming war consequences.
President Luong Cuong suggested that the two sides continue to maintain contact and exchange delegations at all levels, especially high-level, to maintain mutual understanding and trust, and effectively address each other's concerns, especially the issue of reciprocal taxes.
Vietnam welcomes increased investment from US companies in strategic sectors such as the semiconductor industry and high-quality human resource training. The president requested that the US government establish a roadmap to soon recognize Vietnam as a market economy and remove Vietnam from the strategic export control list.
Also on 24/9, Acting Foreign Minister Le Hoai Trung met and discussed with Secretary Rubio. Mr. Trung suggested that the two sides maintain the positive momentum of bilateral relations and affirmed Vietnam's desire for closer cooperation with the US in areas of mutual interest.
Secretary Rubio reaffirmed the US commitment to supporting a "strong, independent, self-reliant, and prosperous" Vietnam. He added that President Trump also hopes that the two sides will soon complete negotiations to implement a reciprocal tax agreement, which will benefit both countries.
