President Volodymyr Zelensky announced on the evening of 14/7 that “Prime Minister Denys Shmygal’s extensive experience will certainly be beneficial in the position of defense minister. This is the area where the country's resources, tasks, and responsibilities are most concentrated.” He did not provide further details.
The 49-year-old Shmygal has served as prime minister since 3/2020, before the war began. The current defense minister is Rustem Umerov. Earlier this year, the Ministry of Defense came under scrutiny when Umerov faced an investigation into allegations of abuse of power.
Zelensky has also nominated First Deputy Prime Minister and Minister of Economy, 39-year-old Yulia Svyrydenko, to replace Shmygal. Svyrydenko has gained prominence this year for her role in tense mineral agreement negotiations between Ukraine and the US.
Both cabinet changes require parliamentary approval. Zelensky's Servant of the People party holds a majority with 231 of the 450 seats and is expected to swiftly endorse the president's decisions.

This is the most significant government reshuffle in Ukraine since the conflict began in 2/2022. The move comes after months of battlefield setbacks for Ukraine and increased Russian attacks on Ukrainian cities.
Last week, Zelensky indicated he was considering appointing Umerov as Ukraine’s ambassador to the US. Following a meeting with Umerov last weekend, Zelensky stated, “Kyiv needs more positive momentum in its relations with the US and new steps in the field of Ukrainian defense.”
Former Ukrainian economy minister Tymofiy Mylovanov commented, "The government needs change because the Ukrainian people are exhausted," expressing hope that the changes would bring "a breath of fresh air" to Ukraine after more than three years of war.
