After narrowly avoiding this rider, the driver continued for a short distance before being startled again. A second girl suddenly sped out from a side road, forcing the driver to brake sharply. This second scooter rider's vehicle collided with the front of the oto; she then briefly looked back before speeding away.
Operating a vehicle requires full attention; drivers must not use their phones. Instead, they should observe the road in all directions and listen for larger vehicles approaching from behind. Decree 168/2024 stipulates that scooter riders using phones will face a fine of 800,000-1,000,000 dong and a deduction of 4 points from their driver's license. If this action causes a traffic accident, the fine escalates to 10-14 million dong, accompanied by a 10-point deduction from the license.
Furthermore, scooter riders merging from a side road should avoid taking wide, high-speed turns, as this creates a significant safety risk for themselves and other road users. The correct procedure is to stop, observe, and wait until the road is clear before proceeding.
Conversely, oto drivers on narrow, busy roads should also reduce their speed to anticipate any unexpected situations that may arise.
