Upon entering the road from the village leading to the dike, a driver encountered a family drying rice. After the driver removed items blocking the path, both parties exchanged heated words. A man then threw a sack of rice into the middle of the road, further obstructing the car's passage. Fortunately, the situation did not escalate into a physical altercation.
This act of occupying roadways to dry agricultural products, like rice, straw, or hay, violates Vietnamese law and poses significant risks of serious traffic accidents. Decree 168/2024 stipulates that individuals who dry rice on roads face fines of 200,000-250,000 VND, while organizations face fines of 400,000-500,000 VND. Furthermore, if such actions cause injury, health damage, or property damage to others, offenders may face criminal charges.
Drivers encountering road blockages, threats, or the use of sharp objects or nail traps should remain calm. It is advisable to record the incident as evidence and immediately contact the communal police or local traffic police for intervention.
