If these actions lead to an accident, the fine increases to between 10 million and 14 million VND, coupled with a license suspension of 10 to 12 months, potential criminal charges, and vehicle confiscation. Additionally, not wearing a helmet incurs a fine of 400,000 to 600,000 VND.
