Ho Chi Minh City People's Committee Vice Chairman Nguyen Manh Cuong made the request at an administrative reform meeting on the afternoon of 10/9. He emphasized that departments and districts should concentrate on resolving overdue applications to reduce complaints and improve satisfaction among residents and businesses.
He also called for the immediate simplification and reduction of business-related procedures. Specifically, he directed the elimination of at least 30% of unnecessary investment and business conditions, a 30% reduction in processing time for administrative procedures, and a 30% decrease in compliance costs, in accordance with Government Resolution 66.

Since 1/7, following the merger, Ho Chi Minh City has established two branches of the Public Administrative Service Center, 38 local teams, and public administrative service centers in communes, wards, and special zones. The People's Committees of Saigon, An Lac, Phu Nhuan, Thu Dau Mot, and Phu My wards are piloting intelligent robots for public service.
According to the Ho Chi Minh City Department of Home Affairs, between 1/7 and 15/8, departments and districts received nearly 620,000 applications, with over 40% submitted online. Nearly 518,700 applications were processed, with 95.5% completed on time or ahead of schedule and 4.5% overdue.
However, the department acknowledged some challenges in operating the new administrative structure. These are due to recently enacted and amended laws (Land, Housing, Real Estate Business, Public Investment, Public Asset Management, and guiding decrees). The city also needs to review the legal documents of the three former localities to propose new or suitable replacements.
In the future, the Ho Chi Minh City People's Committee will also review the IT infrastructure in wards, communes, and special zones to ensure consistent investment and smooth operation for processing citizen and business applications. At the city's eight-month socio-economic meeting on the afternoon of 9/9, Ho Chi Minh City People's Committee Chairman Nguyen Van Duoc requested thorough investment in 38 public administrative centers, from software and hardware to personnel, to be completed by the end of September.
According to the Ho Chi Minh City Statistics Office, the business environment in the first eight months of the year in the economic hub has not seen significant improvement. New business registrations decreased by 13.9% in terms of licenses and 35.1% in capital. For every 10 businesses entering the market, seven withdrew.
