During the working session, Prime Minister Le Minh Hung congratulated Vinamilk on its achievements in investing and developing the first dairy factory in Cambodia. The Prime Minister assessed this as a clear testament to the success of Vietnamese enterprises investing in Cambodia, aligning with the Party and State's policy. This investment helps strengthen Vietnam-Cambodia relations.
The Prime Minister stated that this visit, in furtherance of high-level agreements, underscores both sides' determination to strongly promote comprehensive relations across various sectors, including trade and investment. He urged AngkorMilk to continue expanding its production and business activities, comply with local laws and regulations, and ensure product quality and food safety. The Prime Minister also encouraged the factory to further implement its production and business plans, deepen its involvement in the supply chain and distribution network, to achieve a stronger position in Cambodia. Through these efforts, the factory will make practical contributions to job creation, promote Cambodia's economic development, and advance social activities, thereby fostering friendly relations between the two countries.
During the meeting, Ms. Mai Kieu Lien, Labor Hero and General Director of Vinamilk, expressed her honor at welcoming the Prime Minister and the delegation, especially during the unit's 50th anniversary. She noted that AngkorMilk still has much room for production expansion, value chain completion, and greater contributions to the economies of both nations, after more than a decade of investment in Cambodia. AngkorMilk's development also enhances the position and reputation of Vietnamese enterprises in the regional market.

AngkorMilk received its investment license in 1/2014, within the framework of the Vietnam-Cambodia Investment Cooperation Forum chaired by the leaders of both governments. In 5/2016, the factory was officially inaugurated, becoming an initial project in modern dairy production in Cambodia. Rather than solely exporting products from Vietnam, Vinamilk chose to invest in a factory and develop production and business operations directly in the local market. This approach aims to provide internationally standard nutritional products that meet the needs of Cambodian consumers.
After 10 years, Vinamilk's total investment in the project has reached 51,7 million USD, up from an initial capital of more than 20 million USD. For the 2015-2025 period, AngkorMilk recorded cumulative revenue of 573 million USD and after-tax profit of 83 million USD. In 2025 alone, revenue reached nearly 104 million USD, with after-tax profit of 11 million USD. In the first 9 months of 2026, revenue continued to show double-digit growth.
During the 2015-2025 period, the enterprise contributed approximately 81,5 million USD to the local budget, with more than 18,2 million USD in 2025 alone. The workforce also grew from 24 people in early 2015 to 673 people as of 8/2026, with more than 98% being Cambodian laborers. AngkorMilk currently collaborates with nearly 110 domestic suppliers, contributing to the development of a related business network supporting approximately 10,000 workers.
Beyond its production and business activities, AngkorMilk maintains community support programs in Cambodia. Notable initiatives include nutritional support for disadvantaged children in Phnom Penh when the factory was inaugurated in 2016, and the donation of 48,000 milk products to residents and children in Covid-19 affected areas in 2021. Most recently, to commemorate its 10th anniversary, AngkorMilk sponsored the construction of a school block comprising 5 classrooms, and provided computers and library technology equipment to 160 schools in Cambodia.

Building on the production and business operations established over the past 10 years, Vinamilk is exploring expanding its value chain in Cambodia. A key plan involves investing in a dairy farm in Kampong Speu province, located approximately 100 km from the AngkorMilk factory.
This project is expected to cover an area of approximately 500 ha, with an investment capital of about 15-16 million USD, and a capacity of approximately 2,000 dairy cows. Once fully operational, the farm could supply around 11,000 tons of fresh raw milk annually, supporting production activities in Cambodia.
Concurrently, AngkorMilk is considering upgrading its production capacity, expanding warehousing, and enhancing its logistics system. These plans aim to gradually achieve self-sufficiency in raw materials, complete the supply chain, and meet the increasingly diverse needs of Cambodian consumers.
During the working session, Ms. Mai Kieu Lien also presented several proposals to support the unit's business expansion and facilitate the implementation of subsequent investment projects.
"Vinamilk desires to continue promoting its role as a leading enterprise, paving the way for Vietnamese products, brands, and production capabilities to reach the world", Ms. Mai Kieu Lien emphasized. Through this, she hopes to elevate the position of Vietnamese enterprises and deepen economic cooperation between Vietnam and Cambodia.
The year 2026 marks Vinamilk's 50th year of development, transforming from a domestic dairy enterprise into a Vietnamese brand with products present in 67 countries and territories. In its process of expanding into international markets, AngkorMilk stands as a key project demonstrating Vinamilk's investment, production organization, and business development capabilities abroad.
