Twenty-one lottery companies in southern Vietnam reported combined revenues of 60.76 trillion VND ($2.59 billion USD) in the first half of 2025, a 9% year-on-year increase, according to a VnExpress analysis of their semi-annual financial reports. Pre-tax profits reached approximately 10.25 trillion VND ($435 million USD), up 8% year-on-year. On average, these companies earned nearly 57 billion VND ($2.43 million USD) per day.
Each lottery company in the region posted hundreds of billions of VND in profit, thanks to revenues exceeding 2 trillion VND ($85 million USD) each. While all units saw revenue growth, some experienced profit declines, including those in Ho Chi Minh City, Tra Vinh (now part of Vinh Long), Ba Ria - Vung Tau (now part of Ho Chi Minh City), Ben Tre (now part of Vinh Long), and Bac Lieu (now part of Ca Mau).
Ho Chi Minh City Lottery Company led the region with revenues of nearly 6.07 trillion VND ($259 million USD), an 11% increase. However, pre-tax profits dipped by 1% to 970 billion VND ($41 million USD) due to over 108 billion VND ($4.6 million USD) in tax penalties. Excluding these penalties, the company's operating profit grew by over 5%.
Tra Vinh Lottery Company followed with 2.84 trillion VND ($121 million USD) in revenue, a near 10% increase. However, its pre-tax profits fell by 7.5% to around 417 billion VND ($17.75 million USD).
Long An Lottery Company (now part of Tay Ninh) secured the second-highest pre-tax profit at 632 billion VND ($27 million USD), a 43% year-on-year surge, driven by a 9% revenue increase to 2.77 trillion VND ($118 million USD). This marked the highest profit growth in the southern region.
Southern lottery companies paid out approximately 31.94 trillion VND ($1.36 billion USD) in prize money during the first six months of the year. On average, they allocated over 61% of their revenue to prize winners. This figure excludes Ho Chi Minh City and Soc Trang, as these two units did not disclose their prize payouts.
Tra Vinh Lottery Company paid the most in prizes at 1.77 trillion VND ($75 million USD). Other provinces, including Vinh Long, Binh Duong, Kien Giang, An Giang, Dong Nai, Ben Tre, Bac Lieu, and Can Tho, also reported prize payouts exceeding 1.7 trillion VND ($72 million USD).

According to the Southern Lottery Council, these companies have surpassed their half-year targets. The average sales rate for the first six months reached 98.97%, maintaining high and stable levels. As a result, lottery contributions to the state budget reached 29.06 trillion VND ($1.24 billion USD), an 11% increase year-on-year and surpassing 61% of the 2025 target.
The Council attributed this growth to several factors: favorable weather, the holiday and Tet season, and the flexible management of member companies. Additionally, increased efficiency stemmed from the Ministry of Finance's decision to raise the ticket issuance limit from 130 billion VND ($5.54 billion USD) to 140 billion VND ($5.97 billion USD) per period starting in June 2025.
