The National Economics University, Hanoi University of Science and Technology, and several other institutions announced this information on 6/8, following the Ministry of Education and Training's disclosure of a plan to address the cheating scandal at Tuyen Quang specialized high school.

Specifically, the Ministry cancelled the graduation exam results from 11-12/6 for 328 students at this test center. They will retake all subjects on 14-15/8, with scores released four days later. These students will be excluded from the 'virtual filtering' process – the university preference processing taking place from now until 9/8.

Doctor Le Anh Duc, Head of the Training Management Department at the National Economics University, stated that admission scores will be determined based on the initial quotas for each major, without 'reserving spots' or holding back quotas for Tuyen Quang specialized high school students.

For example, if a major admits 100 students, the university will consider scores from highest to lowest, using the data provided by the Ministry to determine the admission cut-off score.

"Therefore, students can rest assured that their rights will not be compromised during the admission process," Mr. Duc affirmed.

A representative from the admissions department at another university confirmed a similar approach.

"The virtual filtering process from 4/8 to 9/8 will proceed as normal. The admission scores will be set to meet the exact quotas the university announced," he stated. For Tuyen Quang specialized high school students, the university will conduct a separate admission process afterwards, which is not overly complex. Based on the preferences they registered on the Ministry's system in July and the established admission scores, students who pass will be admitted to that specific major and university.

Mr. Duc hypothesized that if the admission score for a major is 25 with a quota of 100 students, a Tuyen Quang specialized high school student who achieves this score after re-examination, and also meets criteria for academic transcripts and graduation, would become the 101st student.

"According to regulations, universities are permitted to recruit up to 5% over their quota, so admitting a small number of additional students will not have a significant impact, especially since the 328 Tuyen Quang specialized high school students are dispersed across many universities and majors," Mr. Duc added.

Professor Nguyen Tien Thao, Head of the Higher Education Department, also stated that after receiving their re-examination results, Tuyen Quang specialized high school students can compare them against the universities' announced admission scores to determine if they passed or failed.

Experts unanimously agreed that this plan safeguards the rights of nearly 875,000 university applicants this year.

Why Tuyen Quang specialized high school students are allowed to retake the high school graduation exam

Over 1.2 million students took the 2026 high school graduation exam on 11-12/6, a record high. The cheating scandal in Tuyen Quang resulted in exceptionally high mathematics scores for students in the province; 290 out of 328 students at the specialized high school achieved 9 points or higher, potentially affecting the rights of other applicants if these scores were used for admission.

Although these students are retaking the high school graduation exam, the Ministry affirmed that this is not intended to legitimize previous results or nullify any violations. Later, if authorities determine that violations occurred, students will be disciplined, potentially including expulsion from university.
