Why were results for Quang Tri exam fraud students canceled, while Tuyen Quang students can retake?

328 students at the Tuyen Quang specialized exam center will retake the graduation exam, but five students in Quang Tri had their results canceled, as the Ministry of Education stated the degree of fraud was determined.

Professor Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, offered this explanation at a press conference on 5/8, detailing the plan for students implicated in the high school graduation exam violations at Tuyen Quang specialized high school.

He stated that five students from Le Truc High School in Quang Tri, including the principal's child, had all their exam scores canceled. This decision was based on specific, individualized verification results from the Quang Tri Provincial Police, which clearly detailed the nature and extent of each student's violation, providing a clear basis for the action.

In the case of Tuyen Quang specialized high school, initial investigations revealed that the violations involved the collective exam council. While some students admitted to exchanging answers, the degree of their involvement varied, making it difficult to pinpoint individual culpability. Prolonging the resolution would negatively impact the students' legitimate rights.

Consequently, the Ministry sought feedback on allowing students to retake the exam. Deputy Minister Pham Ngoc Thuong noted that while several options were proposed, none were comprehensive enough to fully meet public expectations.

"We reported to the competent authorities that the retake option is the most suitable, reasonable, and appropriate in the current context," Mr. Thuong stated. He added that the decision was informed by an appraisal from the Ministry of Justice, investigation results from the Ministry of Public Security, and consultations with experts and journalists.

The Deputy Minister also stressed that the retake is not intended to legitimize previous results or nullify any student violations. If authorities later confirm specific wrongdoing, students will face consequences, potentially including university expulsion.

The 2026 high school graduation exam, involving over 1.2 million students, was held on 11-12/6. Following the Ministry's announcement of results on 1/7, fraud was detected at several exam centers, notably Tuyen Quang specialized high school and Le Truc High School in Quang Tri.

The violations at Le Truc High School came to light after social media posts circulated messages alleging that invigilators provided guidance and answers to students. Investigators have since indicted two teachers from the school on charges of "Abuse of position and power while performing official duties."

Regarding the violations at Tuyen Quang specialized high school, 29 individuals, including the head of the exam center, the principal, and a mathematics teacher, were indicted on the same charges.
