This initiative is part of the Posts and Telecommunications Institute of Technology (PTIT) development plan for the 2026-2035 period, approved by the Ministry of Science and Technology in late march.
The plan aims to establish PTIT as a pivotal entity within the national science and technology ecosystem. Its goals include leading in artificial intelligence (AI), pioneering new technology sectors, fostering an innovation ecosystem, and serving as a model digital university.
For new technology sectors, PTIT will launch new majors and train skilled professionals. It will also develop in-depth research in areas such as artificial intelligence, semiconductors, unmanned aerial vehicles and autonomous robots, aerospace, low-altitude economy, and digital assets.
Currently, the institute offers admissions for several related majors, including Artificial Intelligence, Internet of Artificial Intelligence, Semiconductor Microchip Technology, and Financial Technology.
In artificial intelligence, the institute plans to establish 8-10 research groups and develop 20 regional-level experts. It will also build specialized laboratories to achieve a position among Asia's leading universities.
The plan also targets PTIT to become a national shared artificial intelligence infrastructure and capability center. It will serve as a national focal point for artificial intelligence testing, evaluation, and standardization, and a core force in the specialized development of large Vietnamese language models.
Furthermore, the institution aims to enhance its intellectual property commercialization capabilities. By 2035, the institute expects to achieve 100-120 intellectual property registrations annually and establish 30-50 science and technology enterprises. Revenue from technology commercialization is projected to reach at least 20% by 2030.
"Setting revenue targets not only diversifies financial resources but also signifies a strong shift from a traditional university model to an innovation-driven university", the institute stated.
PTIT also plans to develop a multilingual Open Digital University (MOOC) model, offering flexible online courses and personalized learning paths. The goal is to attract one million learners through this system by 2030.
Funding for the plan will come from the state budget, the institute's own resources, and sponsorships.

The Posts and Telecommunications Institute of Technology, established in 1953, currently has a training scale of nearly 30,000 learners.
Under the government's master plan for the higher education network with a vision to 2050, PTIT is designated as one of 5 universities to be developed into a key national institution for engineering and technology, with quality and reputation comparable to regional standards.
