The handover ceremony took place on the morning of 26/8. The three colleges involved are Technical Technology Vocational College in Hanoi, Dung Quat Industrial College in Quang Ngai, and Industrial College II in TP HCM.

This initiative is based on the Secretariat's conclusion on 4/6 concerning the project titled "Vocational Training and Job Placement for Specific Target Groups: Citizens Who Have Completed Public Security Service, Individuals Who Have Finished Prison Sentences and Are Reintegrating into the Community, and Individuals Undergoing Drug Rehabilitation at Addiction Treatment Facilities".

The Ministry of Public Security views this as a specialized vocational training and management model, carrying political and social significance, and reflecting humanitarian values.

The Public Security force will proactively manage and offer continuous support, from initial intake to job placement, for these groups. This approach demonstrates care for citizens who have completed their service, while also helping these specific individuals stabilize their lives, reintegrate into the community, and reduce crime rates.

This model also contributes a disciplined and skilled workforce, supporting the nation's socio-economic development.

Professor Doctor Le Quan, Deputy Minister of Education and Training, noted that the three colleges have consistently updated their programs, improved teaching and learning quality, and produced tens of thousands of skilled technical workers.

He believes that under the Ministry of Public Security, these colleges will leverage resources to create a national network for specialized vocational training, effectively meeting the project's goals.

Senior Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, urged the colleges to promptly complete their organizational structure, personnel, finances, and assets, ensuring the rights and interests of lecturers and students.

He also called for an assessment of market demand for vocational training and labor to select suitable trades and professions.

For citizens who have completed public security service, vocational training should leverage their discipline, health, and political fortitude. This training aims to equip them with professional skills, helping them establish early careers.

For individuals who have finished prison sentences and those who have completed drug rehabilitation, training must be part of a comprehensive approach including management, education, and rehabilitation. This helps them overcome stigma and confidently reintegrate into the community.

Industrial College II, Technical Technology Vocational College, and Dung Quat Industrial College were established in 1978, 2000, and 2001, respectively. They currently offer training from intermediate to college levels in fields such as technology, engineering, economics, pharmacy, and services.
