From 1/7, the state plans to adjust the base salary by an additional 187,200 VND, reaching 2,527 million VND per month. This new salary level applies to cadres, civil servants, public employees, and armed forces personnel who receive salaries from the state budget. It also serves as a basis for determining many public sector benefits and policies.
According to the Ministry of Health, health insurance contributions are currently 4,5% of the base salary, pension, or unemployment benefits, depending on the specific group.

For household groups, the first member contributes about 113,715 VND per month, equivalent to over 1,36 million VND per year. From the second to the 5th member, the contribution rate gradually decreases to 70%, 60%, 50%, and 40% respectively, compared to the first member. Specifically, the second member pays nearly 80,000 VND, the third contributes over 68,000 VND, the 4th pays about 7,000 VND, and from the 5th member onwards, they contribute about 45,500 VND per month. Compared to previous rates, each household member contributes an additional 50,000 to 100,000 VND annually.
Students and some grassroots forces will see an insignificant increase due to the state budget raising its support level from 30% to at least 50%. Thanks to this policy, each student now only pays 52,650 VND per month, a reduction of over 21,000 VND compared to the previous rate.
Additionally, the state fully covers 100% of health insurance card fees for the near-poor residing in poor communes. Other near-poor groups and ethnic minorities living outside economically disadvantaged areas also receive at least 70% of the participation cost.
Nationwide, over 95,5 million people currently participate in this social security network, covering 94,2% of the population. Statistics show that about 40 million people regularly use their health insurance cards for medical examinations and treatment, totaling 186 million visits, with an average of 4,5 visits per person annually.
