On 29/7, Tien (33 years old), along with 4 former non-commissioned officers and conscripted soldiers from the security police team at the Kien Giang (now An Giang) Province Police detention center: Dang Tan Phuc, Do Van Dien, Tran Trung Nghia, and Nguyen Thanh Dat (21-23 years old), were arrested by the Supreme People's Procuracy's Investigation Agency. They are being investigated for the crime of "using torture," as outlined in Article 373 of the Penal Code.
In early 8/2024, the detention center admitted a 36-year-old male inmate. He had been sentenced to 2 years in prison for theft by the People's Court of Hon Dat district (former Kien Giang province).
On the evening of 5/1, this inmate shouted and damaged the cell door, violating detention regulations. During the intervention, Lieutenant Tien and the 4 non-commissioned officers and soldiers allegedly used torture. The inmate died that night.
According to Clause 4, Article 373 of the 2015 Penal Code, if the act of using torture results in the death of the victim, the perpetrator can be sentenced to 12 to 20 years in prison or life imprisonment.
