Early morning on 15/11, an inter-agency task force Y6/141 was patrolling Truong Chinh street when they spotted a group of youths driving motorbikes at high speed. Police signaled them to stop for inspection, however, the group ignored the command and continued to speed.
During the pursuit, Major Hoang Minh Quan, an officer with Team 6 of the Hanoi Police Criminal Investigation Department, was kicked off his motorbike by one of the individuals, causing him to fall. Police subsequently apprehended three street racers, who were then handed over to the Kim Lien Ward Police for investigation.

Officer Quan was rushed to emergency care with intracranial and hand injuries.
A delegation from the Hanoi Police, led by Colonel Nguyen Duc Long, Deputy Director, visited Major Quan. They acknowledged his responsibility, resourcefulness, and bravery while performing his duty.
