Director charged after worker dies in welding accident

Dinh Quyen is accused of deploying a team of workers untrained in welding and safety procedures, resulting in an explosion that killed one person.

Dinh Quyen, 49, the director of a company in Mong Cai 1 ward, has been charged by Quang Ninh Provincial Police with violating regulations on labor safety, occupational hygiene, and safety in crowded places, under Clause 1, Article 295 of the Penal Code.

Dinh Quyen is accused that on the afternoon of 30/8/2025, despite knowing that a team of 4 workers had not received welding training, lacked professional certifications, and had not undergone labor safety training, he still assigned them to repair and renovate a boat hull at the Nha Tho wharf area, Trang Lo neighborhood, Mong Cai 1 ward.

During the manual arc welding process to fix the joints of the corrugated iron roof frame, welding sparks fell onto a fuel tank below, causing an explosion. This resulted in the immediate death of one worker from the team.

The Quang Ninh Provincial Police Investigation Agency urges all agencies, organizations, businesses, and individuals employing labor in the area to strictly comply with all legal provisions on labor safety. This includes organizing professional training for workers, providing protective equipment, and adhering to technical procedures and risk prevention measures to ensure the safety and health of employees.
