At noon on 18/8, Ham Thuan Bac commune police officers on patrol noticed 4 individuals stopped by the side of a deserted road in a car. Police suspected they were using illegal drugs. Three people were outside the vehicle, while Quang remained inside.

Officers asked Quang to exit the vehicle for an inspection. He locked the doors, refused to comply, and appeared to be destroying suspected narcotics.
