On 5/9, Quang Ninh provincial police charged Nguyen Tuan Dat, the former owner of Bistro Fou bar, with violating labor safety regulations under Article 295, Clause 2 of the penal code.
Around 12:50 a.m. on 25/6, five employees were cleaning a pool at the Bistro Fou bar in Bai Chay ward, Ha Long city, when they were electrocuted and collapsed.

Bystanders cut the power and pulled the five individuals from the pool. After 30 minutes of on-site emergency treatment, paramedics declared 17-year-old Ta Quang Truong and Ta Duc Hieu dead. The three other employees, Nguyen Tien Dat, Nguyen Chinh Nghia, and Dang Kien Cuong, regained consciousness and were taken to the hospital.
The investigation alleges that Mr. Dat violated regulations regarding the installation and operation of the electrical system. He is also accused of negligence in management, staff allocation, and labor practices, resulting in severe consequences.
Bistro Fou, an open-air bar located on Ky Quan street in Bai Chay ward, Ha Long city, is a popular tourist destination near the beach. Following the incident, Ha Long city People's Committee ordered the bar to suspend operations pending an investigation into the cause of the accident and to ensure worker safety.
