On 29/7, the Quang Ninh Provincial Police Investigation Agency's Office announced the prosecution of a case and defendant Duong Van Bich, 42, a resident of Le Dai Hanh ward, Hai Phong City. He faces charges of violating road traffic regulations, under clause 1, Article 260 of the Penal Code.
The incident occurred on the morning of 8/5. According to investigation files, Bich was driving a dump truck carrying soil for a riverside road construction project. While traveling on National Highway 18, he approached Cam bridge area, Me Xa 3 residential area, Dong Trieu ward. There, he accelerated to overtake a motorbike operated by a 67-year-old woman.
At the same time, a container tractor-trailer was traveling parallel to his truck on the left. As the space between the two vehicles narrowed, Bich failed to slow down and instead swerved to the right.
The truck subsequently struck the motorbike's rearview mirror and handlebars. This collision, resulting from Bich's failure to maintain a safe distance, caused the woman and her vehicle to fall onto the road.
The victim suffered severe injuries and required emergency hospitalization. A forensic examination later determined she sustained 70% health impairment.
The investigation agency stated that the accident's cause was driver Bich's failure to maintain a safe distance from a vehicle traveling in the same direction. This action violates clause 1, Article 12 of the 2024 Road Traffic Order and Safety Law.
