On 29/7, Luong, originally from Ha Tinh, was apprehended by An Thai commune police and handed over to the Ho Chi Minh City Police Department's Drug Crime Investigation Division.

Luong escaped from Ho Chi Minh City's Drug Rehabilitation Center No. 4 late on the night of 25/7 after breaking a window louver. He then traveled by bus and motorbike, arriving in Dong Thai commune (formerly An Bien district) the next morning.

Acting on information from Ho Chi Minh City police and local residents, An Thai commune police identified a suspicious individual resembling Luong at a guesthouse. Officers surveilled the location and subsequently apprehended him during an administrative check.

Last week, Dong Thai commune police also apprehended 19-year-old Tran Minh Khoi, who was wanted for public disorder.
