Forging land certificates to defraud customer deposits

Phan Gia Huy, 28, accused of forging a land use rights certificate for a plot in Cam Le ward, fraudulently received a deposit of 499,999,999 VND.

On 10/4, the Da Nang City Police Investigation Agency announced the temporary detention of Phan Gia Huy, residing in Hai Chau ward. He faces charges of forging seals and documents of agencies and organizations, and fraudulent appropriation of property.

According to the investigation, in 9/2025, burdened by debt and needing money for personal expenses, Huy hired an online service to forge a land use rights certificate. The certificate pertained to a plot in the South Cam Le Bridge residential area, Hoa Xuan ward, but Huy had altered the ownership information to his name.

Huy then posted advertisements on social media platforms to find victims. On 9/11/2025, after convincing a resident, the suspect received a deposit of 499,999,999 VND.

Investigators believe the "lucky number" deposit, featuring many nines, was a tactic Huy used to exploit trust and create a distinct impression. After receiving the money, Huy used the entire amount to pay debts and cover personal expenses.

Police confiscated a fake land use rights certificate along with numerous related documents and electronic data. The investigation agency is now clarifying the involvement of others in this document forgery ring.
