On 11/7, Hanoi police announced the detention of Nguyen Thi Thu Huong (45), Le Cong Ngoi (41), and Nguyen Van Tam (42) for violating regulations related to medical examinations, treatment, and pharmaceutical services.
In 3/2024, Huong opened the Thu Huong Obstetrics and Gynecology Clinic at 44 Tho Nhuom, Cua Nam, Hanoi. The clinic specialized in obstetrics, gynecology, and ultrasounds.
Huong hired doctors and collaborated with Ngoi and Tam, who acted as "patient brokers" outside the National Hospital of Obstetrics and Gynecology and K Hospital. Ngoi and Tam were responsible for attracting patients and directing them to Huong's clinic.

Tam would wait near the taxi and bus stop, directing patients to Ngoi, who wore a green uniform to appear as a security guard from the National Hospital of Obstetrics and Gynecology.
Ngoi would then falsely inform patients that the hospital was under renovation and offer to take them to "Doctor" Huong's private clinic, introducing Huong as a specialist from the National Hospital of Obstetrics and Gynecology.
For each patient they brought in, Huong paid Ngoi and Tam 10% of the patient's total bill.
By 2/7, police identified 27 patients who visited Huong's clinic, paying a total of 123 million VND.
The police revealed that Huong only had a mid-level nursing degree and was not a licensed physician. Despite lacking the necessary qualifications and training, Huong personally examined patients, conducted tests, and prescribed medication.
