While Dong Do has been operating since 2022, authorities allege that recently, management permitted employees to negotiate and sell sex directly to customers. The agreed-upon price for these services ranged from 2-3 million VND, excluding the 1 million VND massage fee. To maintain discretion within the enclosed massage rooms, staff were instructed to use towels on the floor. This created a closed system for the illicit activities.
The group used walkie-talkies to alert each other during inspections. This allowed them to warn staff and customers by knocking on individual room doors.
