On 29/8, Ho Chi Minh City police issued a warning about high-tech criminals sending text messages and emails containing links with messages like "receive a 100,000 VND gift" or "fill in information to receive money". Clicking these links could lead to bank accounts and passwords being compromised.
Criminals are also impersonating government officials, police officers, and bank employees, offering to "assist" with receiving the gift. They then request OTP codes for "verification" to steal money. Others are creating fake fan pages and websites mimicking official agencies to collect personal information.
Ho Chi Minh City police advise citizens to only access information about the gift from official sources: their local People's Committee, government agencies, or banks. They strongly urge people not to click on unknown links, download untrusted apps, or provide account numbers, passwords, or OTP codes.

Yesterday, the Politburo approved a 100,000 VND cash gift for every Vietnamese citizen to commemorate the 80th anniversary of the August Revolution and National Day on 2/9. The prime minister tasked the Ministry of Finance, the State Bank of Vietnam, the Ministry of Public Security, and provincial People's Committees to finalize the recipient list and distribute the money via bank transfer or directly before 29/8.
To receive the funds, citizens need a level-2 VNeID electronic identification account linked to their bank account or VNPT's Mobile Money account through the "Social Welfare" section of the VNeID app.
As of 28/8, 18 banks and e-wallets support this linkage: Agribank, VietinBank, BIDV, Vietcombank, LPBank, HDBank, MB, Sacombank, PVcomBank, TPBank, ShinhanBank, NCB, NamABank, Kienlongbank, BVBank, ACB, Viiki Bank, and Co-opBank. More banks may be added soon.
With Vietnam's population around 100 million, the total payout is estimated at 10,000 billion VND.
