Starting 8/7, over 43,000 litigants in the Truong My Lan case, 5,000 individuals in the Alibaba real estate case, and all parties in other cases will receive execution notices via VNeID.
This is a significant step in the digital transformation of the civil judgment execution sector in Ho Chi Minh City. This new method is implemented with the permission and collaboration of the Ministry of Justice, the General Department of Civil Judgment Execution, and the Department of Social Order Administrative Management (C06, Ministry of Public Security).
According to the Ho Chi Minh City Civil Judgment Execution Department, 1,000 notices were sent via VNeID on the first day, and all were successfully received. No questions have been raised by recipients.
How residents receive execution notices
Through the VNeID platform, litigants and related parties can receive civil judgment execution notices quickly, accurately, promptly, and conveniently, regardless of time or location.
According to the Ho Chi Minh City Civil Judgment Execution Department, sending notices via VNeID increases transparency and reduces delays or lost documents associated with traditional methods. The system also reduces the workload for enforcement officers, saving costs and human resources, especially as Ho Chi Minh City restructures its administrative apparatus.
For residents, this change saves travel time and reduces in-person contact at the execution office. Notices are updated on an app already integrated with many public utilities, allowing litigants to easily monitor the case's progress.
According to Clause 3, Article 39 of the Law on Civil Judgment Execution and Article 18 of the Draft Law on Amendments, there are three notification methods: direct notification, public posting, and notification via mass media.
However, in recent years, the Ho Chi Minh City Civil Judgment Execution Department has handled many cases with a large number of litigants, such as Alibaba (over 5,000 litigants) and Truong My Lan et al. (43,108 litigants), and many complex cases requiring repeated seizures, forced executions, and asset auctions. Traditional notification methods are no longer suitable or effective.
During the execution process, the department must issue numerous documents, including execution decisions and other arising documents such as auction organization notices, selection of auction organizers, and appraisal results. Notifying a large volume of documents is costly and time-consuming for enforcement officers.
Therefore, since 6/2024, the department has developed electronic notification software. Before integrating with VNeID, the department sent execution notices via SMS to litigants in the Truong My Lan and Alibaba cases, with approximately 8,056 successful notifications.
The VNeID integration is expected to be expanded to civil judgment execution agencies nationwide.

After merging with Binh Duong and Ba Ria - Vung Tau, the "megacity" of Ho Chi Minh City covers over 6,700 km2, with a population of nearly 14 million and 168 commune-level administrative units, including 113 wards, 54 communes, and the Con Dao special zone.
Ho Chi Minh City also has the highest number of civil judgment execution cases in the country.
