Kieu Ngoc Anh, 27, from Lac Dao commune, Hung Yen province, surrendered to Nhu Quynh Commune Police on the morning of 15/1.
According to his testimony to investigators, Ngoc Anh, unemployed, conceived the idea of committing robbery for spending money.
On the morning of 14/1, Ngoc Anh went to Hoang Nha village market, Lac Dao commune, Hung Yen province, and purchased two dao bau knives for 70,000 VND. Around 1 p.m. that day, the suspect cycled to the B4 road in Pho Noi A Industrial Park, Hong Cau village, Nhu Quynh commune, where he intended to intercept passersby.
When Bui Thi Thanh Lon, 20, from Phu Tho, arrived on a white Honda Vision motorbike, Ngoc Anh rushed out, blocked her vehicle, and stabbed her multiple times in the chest, ribs, and arms. Lon died at the scene. The suspect then stole the motorbike and fled.

While fleeing, in Hoang Nha village, Lac Dao commune, Ngoc Anh encountered Nguyen Thi Xuan, 44, riding a yellow and black Honda Air Blade. He pursued her closely, intending to commit another robbery.
When Xuan turned into a resident's yard for help, Ngoc Anh attacked, stabbing her repeatedly in both sides, causing her to collapse in the yard. The suspect stole a white nylon bag hanging on Xuan’s motorbike and escaped.
Ngoc Anh stated he discarded the two crime knives in Long Thuong village, Dai Dong commune, Hung Yen, and Dao Xa residential area, Tram Lo ward, Bac Ninh province. In Thuan Thanh ward, the suspect attempted to pawn the motorbike but was rejected. He then opened the motorbike's compartment, took about one million VND, and abandoned the vehicle. The suspect subsequently traveled to Hanoi, entered a bar, and spent all the money.
Realizing he could not escape, Ngoc Anh returned to Hung Yen and surrendered.
Police confirmed Ngoc Anh had voluntarily attended the Hung Yen Provincial Rehabilitation Center from 2/2024 to 8/2024. At the time of his arrest, a rapid test showed the suspect was negative for drugs. When questioned by police, Ngoc Anh also admitted he was sober and had not used drugs before the crimes. "I realize my actions were wrong", he stated.
