Around 1 p.m., an 18-second video appeared on social media, showing a teenager operating an electric bicycle on National Highway 13, specifically the section passing through Tan Khai Ward.
The student was seated on the back seat, riding hands-free with both his hands in his jacket pockets, while the vehicle traveled at a considerable speed. After a stretch of riding hands-free, the student moved to the front seat to drive normally.
Ngoc, who filmed the video, stated that he recorded the footage this afternoon while on the road. "The male student rode hands-free with remarkable composure, suggesting it wasn't his first time," Ngoc commented.
The video sparked concern among many viewers regarding the dangerous behavior, which endangered both the student and other road users.
