The incident began on 10/11/2025, when Nguyen Thi Thu Thuy, a resident of Lao Bao commune, transferred money via a mobile application. Thuy, who frequently purchased flower baskets from Nguyen The Lu's business, had his account number saved. During the transaction, she inadvertently transferred nearly 500 million dong to an account registered under Nguyen The Lu's name.

Upon discovering the error, Thuy repeatedly contacted Lu and met him directly to request the return of the money, but he refused. Thuy subsequently reported the matter to the police.

On 19/11/2025, Quang Tri Ward Police, in coordination with People's Procuracy Area 6 and local authorities, served legal documents at Lu's home to investigate the alleged illegal appropriation of property. Despite repeated explanations and persuasion from authorities, Lu had still not returned the money.
