On January 13, Thai Nguyen Provincial Police announced that its investigative police agency had initiated criminal proceedings against Quang, a resident of Kien An ward, Hai Phong city, for fraudulent appropriation of property.
Previously, while monitoring cyberspace, the Cyber Security Department of Thai Nguyen Police discovered Quang posting articles calling for charitable donations for flood-affected residents in Thai Nguyen province. Quang subsequently appropriated 9.2 million VND from 30 individuals.
In light of this case, police advised the public to verify information carefully before making money transfers, especially to unfamiliar individuals.

In the past two years, central districts of Thai Nguyen province have experienced several major floods. The flood in October 2025, in particular, surpassed all historical observation records on the Cau River section flowing through the area.
This historic flood impacted 200,000 households, submerged nearly 70,000 homes, and severely damaged the agricultural sector. It destroyed nearly 13,600 hectares of crops and aquaculture, and over one million livestock died or were swept away. Infrastructure systems, including transportation, irrigation, education, and healthcare, also sustained damages exceeding 12.2 trillion VND.
