At noon on 4/7, Hong rode his motorbike to the Binh Cach hamlet area of My Tinh An commune (Dong Thap) where he saw an elderly man selling lottery tickets. He pretended to be interested in buying some, but when the man was distracted, he snatched 150 tickets and sped off towards Ho Chi Minh City.

Dong Thap police then notified Tay Ninh police, requesting assistance in apprehending the suspect.

Yesterday afternoon, Tay Ninh ward police, in coordination with local security forces patrolling Highway 1, spotted Hong on his motorbike. They set up a roadblock and arrested him.
