Preliminary information indicates that last night, Phuoc was verbally and physically abusive towards his wife and children at home, causing a disturbance in the neighborhood. Dong Giang Commune Police were dispatched to address the situation.
Upon seeing the officers, Phuoc brandished a knife and a homemade gun, preventing them from approaching and barricading himself inside the house with his two young children. He yelled and cursed, ordering the police to leave. Recognizing the volatile situation and the potential danger to the children from their own father, the officers repeatedly tried to persuade Phuoc to surrender his weapons, but to no avail.
After 1 a.m., Lieutenant Colonel Dinh Quoc Hiep approached the house, attempting to rescue the children, when Phuoc suddenly shot him from inside, injuring him.
Due to the severity of the incident, the Director of Lam Dong Provincial Police directly instructed the Criminal Police Department, the Office of the Police Department, and the Mobile Police Department to coordinate with Dong Giang Commune Police to subdue and arrest Phuoc at 5:30 a.m.
