On 17/7, Dong Nai police announced the arrest of Tran Thanh Hai, a resident of Ho Chi Minh City, who is being investigated for murder and illegal possession, transport, and use of military weapons.

Hai is accused of fatally shooting the victim on the evening of 15/7.

The 48-year-old victim was drinking with a friend outside his home in Phu Lam commune when he was shot in the arm. As he cried out and stood up to examine the wound, another shot rang out, hitting him in the neck.

The victim was taken to the hospital but died from his injuries.
